Hon. (Barr.) Jesse Okey-Joe Onuakalusi, the distinguished Member representing Oshodi-Isolo II Federal Constituency in the House of Representatives, has taken another significant legislative step with the presentation of a private member’s bill seeking to amend the National Agency for Food and Drug Administration and Control (NAFDAC) Act.
The bill, presented on Thursday, 13 November 2025, aims to give NAFDAC explicit powers to regulate, register, and monitor herbal medicines and traditional medicinal products—a sector that millions of Nigerians rely on daily, yet one that has long operated without comprehensive oversight.

The amendment proposes the creation of a dedicated advisory body made up of experts in herbal medicine, pharmacology, public health, and traditional medical practice. This committee will guide NAFDAC on standards, safety protocols, and best practices.
A new department within NAFDAC would be responsible for the registration, certification, and continuous monitoring of herbal and traditional medicinal products across the country.
Producers and manufacturers of herbal products will be given 12 months to align their operations with the new regulatory requirements. This transition period is designed to support businesses while ensuring compliance.
To protect public health, the bill introduces clear penalties for individuals or companies that produce, sell, or distribute herbal medicines that are unregistered, unsafe, or falsely labeled.
After thorough deliberation, the bill successfully passed its second reading on the House floor. It has now been referred to the relevant House committee for further legislative scrutiny, stakeholder engagement, and public hearing.
